Envision Coeur d’Alene

2019-2022

Growth and development are vital to achieving the vision of what our thriving community will look like in 2030. It is the community’s vision to utilize comprehensive community planning to guide future growth and development while protecting architecturally and historically significant buildings, open spaces, the environment, and our region’s natural resources.

The roots of Envision Coeur d’Alene come from CDA 2030’s original Implementation Plan, to represent the City of Coeur d’Alene’s state-mandated comprehensive plan and roadmap through the year 2040. CDA 2030’s collaboration with the city amplifies the voices of our citizens—a manifestation of what you would like greater Coeur d’Alene to be for generations to come.

Opening Books, Opening Doors

2017-2020
Opening Books, Opening Doors is a community partnership and commitment to ensure that all students in the Coeur d’Alene School District exiting third grade meet grade-level reading proficiency goals. This initiative is anchored by a $600,000 grant provided to the University of Idaho. CDA 2030 was an integral partner who helped bring key stakeholders together to initiate the project: The Innovia Foundation (formerly the Inland Northwest Community Foundation) anchored the grant by providing $300,000 with four companies providing additional funds, Mountain West Bank, Bouten Construction, Numerica Credit Union, and Community Focus Trust.

In partnership with Coeur d’Alene Public Schools and the University of Idaho, the project coordinates the literacy efforts of parents, volunteers and nonprofit organizations in Coeur d’Alene to create a community-wide approach to ensure reading success for K-3 students.

This project has four key strategies:
• Kindergarten Readiness
• Quality Teachers in a Literacy-Rich Learning Environment
• Parent Engagement Reading Initiative
• Out-of-School Learning

Missing Middle Housing Forum

The City of Coeur d’Alene, Cda Association of REALTORS, and CDA 2030 partnered to host a half-day Missing Middle Housing Forum to address the need for infill, urban, and affordable housing inventory in our community and the greater region. Missing Middle Housing is a transformative concept that highlights the need for diverse, affordable housing choices in sustainable, walkable places. It encompasses all of the housing types in between single-family detached homes and mid-rise apartments.

The forum included panelists from the City of Coeur d’Alene, the Coeur d’Alene Association of REALTORS, Habitat for Humanity, North Idaho Building Contractors Association, Coeur d’Alene Chamber of Commerce, bankers/lenders, and major employers in Coeur d’Alene. The forum also includes a housing preferences exercise to identify preferred housing types and areas of the community suitable for Missing Middle Housing. There were roundtable discussions focused on housing demand; financing ideas; creative solutions for housing; compatible housing types; incentives for affordable housing; what is working in other communities; and short- and long-term goals for Missing Middle Housing.

East Sherman District Revitalization Plan

Based on community input and feedback from the East Sherman Leadership Committee, the planning document for East Sherman has been updated thanks to the help of Community Builders’ subconsultant, Cheney Bostic of Studio Seed.

The East Sherman District Revitalization Plan is a “DRAFT” (it hasn’t been adopted or formally accepted by City Council yet).  One of the changes you may notice is that the title has been updated to East Sherman District Revitalization Plan so that it wouldn’t be confused with master planning documents that are commonly part of urban renewal evaluations and because it doesn’t include detailed design or engineering drawings.

The goal is to schedule meetings/study sessions with the Leadership Committee, Planning Commission and City Council in early 2020 to review the revitalization plan and begin moving forward with implementation.
